Also, just because you get a key, it does not mean you have to open anything.
Especially now, are you looking for something useful? Or, looking for a grand prize.

If you are looking for the current grand prize (legendary mount), besides the chance is slim, it does not worth much these days.
Low chance + less value grand prize means a bad deal.
You may as well stock up the key and wait for a grand prize that actually worth more.

If you are looking for other 'average' stuff, open old lockbox or wait for a better lockbox.

The problem is that the old lockboxes have had their contents so devalued that they are worth much less than the 25k each as well. The only items worth while in the old boxes are the top prizes. Those old artifacts and other items that made up the 2nd tier of rewards have little value in today's game.

My impression is that what sells the old sub-boxes is companion tokens, refinement points and cube of augmentation. Basically the 'consumables'.
