Watcher run, Despair, SW heals, Warlock's Bargain bug?

On lord of despair watcher run, warlock's bargain doesn't cleanse the green chains from other players, only from yourself. is this a bug or intended?

The cleric has the same problem. Sadly only OP Heal can cleanse the green chain from other players.

Yes, been wondering about this since Mod 16. Bug or class features/differences pertaining to cleansing functionality.
