Sun Elf Grace not working

Years ago it used to show 10% control resist in stats.

Recently went back to Sun Elf, noticed my control resist without gear or buffs is only about 6.8% that comes from the ability scores

Would expect it to be 16.8% right?

Thank You, I rerolled my race for Mod 18 for the Sun Elfs Grace. currently I show the same 6.8%.
