Fierce Talisman of the Companion +3 - can't be converted to RP

My main got a Fierce Talisman of the Companion +3 from a pack out of a Glorious Resurgence lockbox. In fact, she got several companion pieces, ranging from +3 to +5. But this one was the only one that can't be converted to refinement points.

Please check that all equivalent gear can, in fact, be converted.
