Wizard - Chilling Advantage feat (still) not working

The Chilling Advantage feat (thaumaturge paragon) is supposed to increase critical severity by 4% for each chill stack on the target, so up to 24%. That means an overall dps gain of roughly 5%. On paper, it's way better than the alternative feat, Critical Burn.

But it's broken and does nothing since months. Could you take a look at this feat, please ?

Update: It works sometimes, one critical hit or another may deal the buffed damage on chilled target. But it seldom happens.
