Campaign completion tokens are already there; why not legendary mounts?

No reason to buy lockbox keys if they do.
I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.
Cryptic probably would lose mass income from reduced lockbox key sale if Legendary mounts were generally available in the Zen store.
I think they have lost quite a bit already from the Legendary mounts sales they have had. But they did not sell the really good mounts.

Limit sales gave them quick money but does not hurt long term key sale. Putting all legendary mount in Zen store will. Most people will buy at most one or two from Zen store and stop. If it is from lockbox, people will buy lockbox key. After they get 1 or 2 for themselves (if they get 1 or 2 for themselves), they could still consider to buy lockbox key so that they can "hope" they have the same luck and sell the extra if that comes by.

@jantogsf#0997 the reason should be obvious, as most have told you already, the lock boxes are the big ticket item for Cryptic. Billy comes here to play this game and wants a Leg mount. He cannot afford to pay $60 to $100 to buy one. But everyone can buy keys for $1.25, they sell like scratch off lottery tickets. I get a real kick out of people who say they used 100 keys and no Leg mount. It can take 1 key or 1000 keys, because the odds are in favor of the house to win. Back when flying carpets was the thing here, I tried 3 months of VIP and opened 90 of the lock boxes. I got 1 epic carpet, which I gave away in a contest. Everything else was just junk and stuff.
Star Trek has ships that cost $30 and more. They had a sale on a Picard Bundle I just read about for $60 at 50% off. Star Trek fans shell out a lot of cash to get their goodies. Still the lock boxes are king and always contain something not available in the Zen store. They always have the next Star Destroyer or something coming out in their lock boxes too.
Champions seems a little different, they still had some players monthly subbing -for what reason I do not know- but Cryptic ended it, and got the players pretty hot they couldn't spend $30 on their monthly sub over there. They offer a lifetime sub for a few hundred dollars but they didn't want to pay a one time fee. The lock boxes are still the item there as well. They were selling the Magnificent Key pack for $30 with 35 keys and a new Regal Flight Travel Power.
So there you have it, 3 games and very similar methods to get tiny micro transactions from the players who can afford it. The rest of the player base is to fill the ranks, so people who pay have someone to hang out with and enjoy the game.
