Prominence rank 14 enchantment not working as stated

I don't know if this has been posted or not yet as I don't normally play my OP. I was in the middle of a mob slashing away and noticed that it never reaches prominence. It keeps resetting way before the 10 seconds it states so it never reaches prominence. I pulled up the logs and it show that it's doing prominence damage on every hit (I'm assuming that is the extra damage) but I'll get to 5 or 6 and then it resets back to 0 and never does it's bonus damage. Can someone test this and tell me if I'm reading this right?
