Vanguard banner help please

Greeting this is a general enquiry regarding an item in neverwinter , iv noticed the Artifact Vanguard banner sais it is aquired through the pvp campaign and can then be repurchased for glory, however in mod 17 the pvp campaign has changed and i can no longer find a way to earn the Vanguard banner is there a way to earn or purchase in game/earn it as i would really like it for my pally ty for your time
