Focused Light stacks (cleric arbiter) do not work except the first

Hi,
The feat Focused Light (Arbiter cleric) allows for Forgemaster's Flame (FF) to buff Daunting Light (DL). This buff makes DL single target, increases its magnitude, and its bonus magnitude per judgement.
Each time you cast FF, you gain a stack of the buff (named Focused Light), which lasts 10s. If you have multiple stacks of the buff, the first time you cast DL it works fine, but it doesn't work the second time (and probably not the third, but I did not test it)
How to replicate it?
With your Arbiter Cleric with the Focused Light feat, find a target, a dummy is perfect. Cast FF twice, then DL twice. The second DL isn't single target, and its magnitude isn't increased
