Bulette Pup and Insignia Healing Bonuses Not Working?

I have noticed that the Bulette Pup and Insignia healing bonuses are not working. If I am reading the tool-tips correctly, the moment I take damage during combat - the healing would take place. However, the healing I am receiving only takes place once the combat ends.

I have not tested the Drowned Weapons but I can imagine a player who has them would be very unhappy grinding for them only to have the Drowned Weapons not healing them when it should be.

    Survivor's Blessing
    Survivor's Redemption
    Slayer's Redemption (Correction: Just discovered that Slayers Redemption has apparently been removed completely!)
    Oppressor's Respite
    Oppressor's Reprieve
    Barbarian's Delight
    Barbarian's Revelry

    Essentially, every insignia bonus that had previously generated a passive heal during combat prior to Mod 16, but now only seems to activate once combat is over. The same issue applies with the Bulette Pup's bonus passive heal... and possibly even Celeste's bonus passive heal.

    Before Mod 16, whenever I was in combat I would always see those green numbers popping during combat... letting me know that I was getting those passive heals. However, after Mod 16 those green numbers start popping only after I have exited combat.

    This may be why so many players are dying abruptly or getting one-shot because they're not getting those passive heals in when they should be during combat.

    Side note: This is what also drew my attention to healer companions slacking in their duties because I noticed a significant reduction in those wonderful green numbers on screen. If this lack of healing from healing companions is a companion influence issue, it might be a good idea to let players know that they really do need those Dark enchantments in the utility slots.

    Thankfully, the Holy enchantment doesn't seem to have been adversely affected and may be BiS party-wide for the more punishing group content out there.
