Spinward Rise quest missing

1) Log in to a level 60+ Ranger
2) go to spinward rise
3) have no available quests to collect or turn in
4) have checked to see what quests have been complete (see attached image)
5) Have tried to have this fixed several times with CS telling to check with other players, go to wiki, CS doesnt help players with game play.

THIS is not a play thru issue. This is a your game removed the quest line and i just need the quest line again, restart spinward rise or all of the campaign i really dont care, I just want that last boon to be able to be completed.

Expected Result:
to get quest line and complete my quest line

I assume the quests shown are completed. Some of those quests have been removed from the Campaign, Grand Tome of Air sticks out. People who started EE under earlier forms of the campaign, original release, mod 9 revision, have had issues completing it after later changes The mod 9 revision was resolved only by currency being given out to all players. I think the last round must have been handled by CS though.
