gear drops while leveling up

So i was leveling a new character and when i was about lvl 57 it hit me ''wait why am i not getting any type of gear?''.
Gear is only dropping from zone lairs chests and the bosses in them some times drop non class gear

Is this intended?

I noticed that on preview server when I made a new rogue to level up there. I thought quest rewards would help fill the gap but they do not. I tried the auction house for new armors and/or weapons and that was a BIG no go. It was nice that my inventory wasn't getting spammed with loot drops but I didn't expect it to reduce down to zero. I don't know why this decision was made but you can chalk it up to yet another mod16 blunder.

mod 16 eliminated the "unidentified item" drops. buying items from the bounty hunters is one way to get around this that I found.

I do think that they should increase the drop of low level blue gear though. It drops almost never.
