Root Stompers - Snipers fury damage buff not proccing

Sniper's Fury (Your Powers deal 2.5% more damage when you are 50' or further away from your target) is not proccing. Tested at up to 79' away from targets. Sniper buffs do appear to be working from the undermountain rings though, as shown in debuff info top left of screen.
