Paladin's Bane power doesn't appear to be inheriting appropriate Accuracy values

Mobs regularly deflect this ability when used by my Paladin, who is (over)capped on Accuracy and not in any kind of scaled situation.

When I say regularly, I mean more like about half the time. Leads me to believe that my Accuracy is being ignored.
