Cannot do Underdark campaign - quest Shallow Waters is scaling bugged

Quest Shallow Waters, part of the lead in questchain to Underdark, is scaling bugged.
We get scaled to level 70 in the instance, but the monsters inside are level 80. We cannot touch them and get massacred.
Please fix, so we can progress into Underdark.
