(Bug) Mod 16 Khyek speed severely reduced in Soshenstar River and Sea of Moving Ice

As stated in the title the movement speed in both areas are very much reduced from their pre-mod 16 levels. Traveling via khyek (Dragonbone) in my case is almost at a 30% boost vice a 110% speed boost as stated in the tooltip. Please investigate and fix.
