Will ruthless enchant be included in a CTA this year ?

since ruthless is a new enchant and CTA getting revised, will we get it in CTA this year ?

Ha, just posted on the other thread about the buffing and nerfing rotation the devs seem to do on enchants. IDK, just adding another new enchant to the game, why not just mod an old one. But it keeps us reaching for the "ball of gold in the sky"
