Some classes cannot proc Combatant's Maneuver on bosses

I have tested 4 different classes: GF/GWF/HR/CW and cannot proc CM on bosses with the GF or HR. I have tried with all the control powers they have that I know of, with no success. GWF and CW can proc it with multiple powers.
