An error in the Quality Build item where the Quality item is weaker than the base item...

The L70 build of Devoted Cleric Arms slot item, the Adamantine Armguards +1, is extremely weak compared to the Adamantine Armguards...

The base Adamantine Armguards is an,
Item Level: 500
Equip: Gain 100 Recovery for each enemy you are engaged in battle with.

Equip: +16,073 Maximin Hit Points
Equip: +1,407 Power
Equip: +938 Critical Strike
Equip: +836 Defense

The Adamantine Armguards +1 is an,
Item Level: 410
(Equip: None)

Equip: +9,865 Maximin Hit Points
Equip: +880 Power
Equip: +587 Critical Strike
Equip: +633 Defense

This error is also in the Scourge Warlock L70 Arms item.

All other L70 equipment I have looked at (and made) are Item Level 500/510.

I see no mention of this in any forum post. Has this been looked into?
