Do the Completion tokens from the Zen Store also include thee boons on that campaign?

They do, but not some of the fringe benefits, example SKT, you get all the boxes on the campaign complete, but not your everfrost resist item, as that comes from a mission completion (you don't have to do too many missions to get it).

The main purpose of these tokens is to get max boons; but it does not complete the campaign story for you; you need to do it anyway (for example, you need to complete full story chain to get baphomet weeky in Mantol-Derith).
Those tokens do complete the hole campaign, boons and in general the story with all fields are filled also. In case you can't do the weekly it must be a bug I'd say. Campaign completed means : you are done.

The buyout tokens just completes the campaign itself, it doesn't complete the story mission or allow you to bypass them. Have you completed the story itself?
I only used a completion SKT-token on my Paladin so far. But I used tons of Geenies gifts on ToD campaign, skipping all those campaign related quetst. I can run the weekly -> Killing Dragons without ever doing anything about those tasks , a weekly isn´t it? In SOMI I can run The Runestead weekly, stepping first time into that zone. Entering Lonelywood the first time I can do ... -> Tending the shrine , a weekly, without ever doing any quest in Loneleywood. Agreed, I need to follow the questline to get "access" to Lonelywood, otherwise it´s greyed out. But once I get access I can run all those weeklies same as Daily in SOMI. Not that it is from any interest for me to run those ones. I completed that campaign, got all boons and never will go back to rerun that campaign for the fourth time in my life ...

Doing the dragon run is an hourly thing. All you need to be able to do is get in the Well.

The campaigns i've done so far, I am happy to grind, but i've just seen a video on SKT and seen just how much farming is required for Voninblod, so i'm thinking that I'll just go ahead and skip it. By the comments thus far, this sounds like most other players do also.

The weekly named Killing Dragons is meant, you get it in PE.

I don't recall that being a level 70 thing.
Defeating Dragons Level 26-70 given weekly by Harper Boward.

My comment was about " if or if not I am able to do a weekly" by spending that token. You can do those weeklies without following the hole campaign and completing those tasks you normally have to stepping first time into that area. It was not about if you are level 70 or not.
