What I waiting from Neverwinter game?

I think will be fair to make "sublevel" in 70 lvl characters.
Elemental Evil, The Maze Engine, Underdark (with normal Demo), Sharandar, Dread Ring and Tyranny of Dragons (without Tiamat), IceWind Dale - are open for new 70 lvl. With all its locations, skirmishes and dungeons.
new 70 lvl can play started campaigns, play dungeons and skirmishes with same noobies. They will have own Random queues with AD reward. + add here 60 lvl dungeons - normal Spellplague Caverns, Karrundax (and old The Dread Vault if it possible), 60 lvl skirmishes - Aberrant Assault, Battle for the Bridge, Gate Crashers. I think it will be fun and more interesting. 60 lvl dungeons must be just a little more difficult as 70 lvl Master of Hunt or Kessell.
It will be a solution for Random queques when ppl always wait the easy dungeon. With this solution all t1 dungeons will be open for newbes, all content will be playble for low equipment and Every one in party will Play the Role. Not as its now when newbies almost haven't a part in fights, they dont know own role and can't learn the skills. All that new player with ~7-10k - its to run behind more strongest player.
New 70 lvl will wear only Tier 1 campaigns weapon and equipment (there is many options) but no Chult's rings and other items. Have only 3 Artifact places (4th for Bigger 70 lvl). You may come up with mounts and its signs.

Newbies can join Stronghold and make quests (and only after series of quests they will have a Strongholds boons)

and Storm King Thounder should go after finishing the Dread Ring campaign.
I understand you want give to new player all new content and more variations what he want do first.
but you must undarstand that there is too many quests and campaigns new 70 lvl cant doing all campaigns in the same time and if he decide to do Chult or Tyranny first than he will lose other campaigns (he leaves it for last), also people in epic SC, FBI or T9G without Boons is not normal even if they have 12k item level (and usually people open dungeon (story line) first, without any boons).
So you should allocate new 70 lvl characters and only started to play and those who already have all needed for TOP dungeons.
I don't like to be a .... a burden (?) (we call them 'railway carriage'' in russian) and I don't want to waiting or searching for 16k party in T9G.
I want to join Random queue and don't have such problems.

Today with Random queues newbies can't join real dungeons (70lvl) but twins can (who usually wont do anything and intend to be a luggage (?)) On Drider server this problem is everywhere! It should not be. And 12k character shoudn't forced to run low lvlv dungeons for AD. He should play content that will be harder than People shoul play with such level that they have.

are you sure that doing all those campaigns not with latest weapon, items from m13?
just new players, anyone of them, should not doing quests with weapon for 73 lvl with much of damage.
Its too easy for amy gameplay. And I propose to close progress just for Hard Campaigns - SKT, CA and Chult.
Try to do those campaign with new character withour guild, vip, bondings. isn't 15 minutes, and i don;t know how new players should do all campaigns in one day. and why your alt should do it faster? ok, buy token if you want.
also if you have time to do all now you will have almost the same progress. just in 1 month else - not big trouble for MMO game. I sure you can grow your alts with wisdom, make them 15k and don't be a burden for random.

Mod 13 weapon is a minor of the equation because Chult weapons are dirt cheap and easy for a new player to obtain (if they know they can obtain). By the way, I did that before mod 13 was created (I said I did that multiple times). So, mod 13 weapon was not even a factor. Only one of my 6 main characters who can solo all solo content use mod 13 weapon at this very moment.

Elemental weapon is trash, everything not from top content is trash. You try to get everything new but old campains leave for last time.

As I said, you don't even need Mod 13 weapon. You were the one who brought up Mod 13 weapon.
The purpose is to finish all the campaign to get all the boons as efficient as possible so that a character can eventually do the end game content. I like to do all the campaign at the same time. i.e. do dread ring, sharander, WoD, Underdark, Maze Engine, EE, River District, ... tasks DAILY until all the boons are obtained. The daily task of each zone may be ~20 minutes. After that, there is no efficient progress for that zone until tomorrow (the only exception I know is EE). These campaigns can be progressed in parallel fashion.
What you proposed was to slow down that process.
By the way, in this process, I may not even go to any dungeon/skirmish because that just slow down my progress.
If your goal is to stop people (who you consider not qualify) to go to certain dungeons, you also stop people's progress when they have no interest to go to those dungeons until the campaigns are done.
