Decanter of atropal Essence BUGGED OR ?

so we all know with new trial the new artifact drops called decanter of atropal essence i have got this artifact several times but always bound to charchter at blue rarity i was wondering if this is a bug or something because no one has ever gotten it unbound or at green quality so is it meant that charch only meant to get it by winning from trial or is it meant to be sellable in the auction house ? because the other parts of the set can be sold in the auction house ^^
