All types of Shards are easily obtainable by running regular content or by very short tasks - except for Conqueror Shards. These require not only participation in pvp but also a win.
The amount a player receives for a win (10) makes it almost no incentive for PvE players to try their hand at PvP to help their stronghold.
Increasing the amount awarded should (imo) have the dual bonus of encouraging more PvE players to run PvP for their Stronghold and help PvP as some of those trying it out may find they enjoy it and queue more anyway, as well as even out the discrepancy in shard earnings.

In other words, around 50% more expensive. So the shards that are hardest to obtain through regular gameplay also require a significant amount more.
I would really love to know the reasoning behind this. @nitocris83 is there any chance you would be able to find out why?

Second I'm not sure that even doubling the amount of shards you would receive would be a significant enough motivation for PVE players to join in on PVP. The environment is very different and quite frankly if we had wanted to do it we would already be doing it. Speaking for myself there's not really a great enough incentive out there for me to go in and q for PVP when I know I'm going to get my butt handed to me. It's just flat-out isn't my idea of a good time. What I wouldn't mind seeing is an alternative way to earn significant amounts of the shards that we can participate in. Not the little drips and dribbles that we have now but some way for us to earn a steady amount. That way even new low item level members of The Guild could contribute.
Several members of my guild tried, and we actually switched alliances to one of the big PvP alliances in hope of getting some help toward "Gettin GUD"
The Power Boon was that important to us
Yeah... not happening for your average PvE player... most of us took breaks from the game after spending months beating our heads against the PvP wall and many never came back
@greywynd has it right here... the most effective way to get your conq shards is to trade AD for Zen and buy packs, then open them on the x2 event
I spent months grinding Maze Engine for conq shards on 7 toons and traded in on the last event, and I got nearly three times as many conq shards from about $20 worth of zen plus other shards to boot
To max out all of the other shards (i.e. to hit gh20) you need around 250 packs. You then need an extra 150 packs just for Conqueror.

It also takes an incredibly long time, and I would guess the percentage of guilds that never reach that goal is in the low single digits
