CW: RoE on tabb counts as At-will

RoE on tabb counts as At-will and will not be affected by Spell Twisting. Same goes for Icy Rays (i think).

Would be nice to have this fixed. Cant understand why this was never fixed during the Octbober bugfix.

    I saw a fix for this get checked in internally, so it should go live "soon".

    I made a large comment to the devs regarding this as soon as he posted a test change paragraph

    they removed the multi beam on tab ..and made it be one shot only
    where as icy rays on tab still works as multi shot strategically

    they did not want to copy and paste that interaction for some reason .. for it to be used strategically on 2 targets like icy rays or a double shot on one target..
