Refinement with Pres wards not working

I tried to refine to next level with Pre.wards. It failed 1st but would not let me try again.

Did the preservation ward disappear as it should when you fail with a preservation ward? Coalescent Wards are what give you a 100% upgrade chance. Preservation Wards just make it so you don't loose any of the other required refinement items. When you fail with a Preservation Ward, the Preservation Ward is consumed.
