Where are hops 1-11 in your trace? From just half the trace you posted, I'd hazard to guess it's because of the Cogentco network (they're notorious for throttling outside networks going through them) you're going through and quite possibly related also to any infrastructure issues on the route your connection takes as a result of Hurricanes Irma and Maria.
