Below is a section of the patch notes for mob 12

Shimmering Lockbox

Players who open their Adventurer's Reward box at level 20 will now receive three Shimmering Lockboxes! A pack of three free Shimmering Keys may be claimed from the Zen Market in order to open these Lockboxes

As a person with 4 characters, all over level 20, long before the drop of mob 12. My query is do I and others not get these items regardless the fact we have all done the quest required to obtain the adventures pack?!

Is this for new players/characters only. Or is there some way I can obtain them

the note here says that the Shimmering Lockbox isnt available til level 20 but i am on level 5 and i have the keys

The note was from 2017 when there were 70 or 80 levels. The level 20 in the past is like the current level 5 in 2023.
