Traveling Merchants Heroic Encounter in Reclamation Rock

About half the time, when this Heroic Encounter is active, the bad guys aren't showing up. That does make it kind of hard to complete, regardless of how many other villains we battle withing the designated area.

It occurs about every other time; when it's completed, the two merchants stick around, and it looks to me that when it comes up in that spot the next time the system somehow combines the new one with the old one (I'm not sure I explained that very well).

    It has been that way for over a year now. The bug has been reported quite a few times but no Dev response that I've seen.

    Let's keep pestering... I don't remember it being this way when I was last there (leveling up my OP), but that may have been before it appeared.

    I think the Reclamation Rock Merchants HE broke at or around the same time as they fixed the similar encounter in Drowned Shore.

    I ran EE on my pally recently and was able to complete both HEs, both the one near the initial camp and the one near the final camp. Perhaps an undocumented fix? It is rather difficult to keep up with these things when ths studio does that.

    The HE started while I was running Shore but I didn't check it out. I had farmed all my HEs by the time I got to the sea elf questgivers.
