Titansteel, etc. off-hand second enchant slot locked until legendary

Every other set of the latest tier of weapons unlocks their final enchant slots at epic quality, but my two characters that forked over $$$$ for a new SH set have their second enchant slot on the off-hand item locked out until I make up the last two levels of refinement and upgrade. I'm assuming this is not intended.
