I do not wish to make this item totally reclaimable and therefore impossible to use as a feeder. Contrary, I think being able to deliberately use it as a feeder is a good thing, and being able to grind more of your own feeder artifacts without PvP would only be a good thing too.
But there are a lot of players who get rid of it and then have regrets. I'd like them to have an in-game way to farm a replacement.
My suggestion is to add it to one of the Underdark vendors. Have it unlock only for characters who have played through the Salvatore storyline completely (a relatively short time commitment regardless), and then cost some combination of Faezress, Demonic Ichor, and/or Twisted Ichor. Twisted Ichor, probably not more than 10, but having it included would represent a motivation to run gold EDemo now that Twisted weapons are vastly outclassed.
Alternatively, it could be an unlock in the Maze Engine store for characters that have finished both Underdark and Maze Engine campaigns, but I think to be fair, it would have to cost a very large quantity of currency.
Overall, I prefer my first suggestion, though the second is friendlier to group-averse players.

Now given this is an artifact it may likely be the most expensive item their but clearly the mechanics are already available in game as you could not use Ichor or the other campaign currency as they both max at 1200.
Why Alliance Supplies is the perfect currency for that.

It would also add additional ways the players feel like they can make progress that is not dependent solely on RNG or the RNG of others via the AH.
I also strongly agree that there is no issue with any currently available reclaimable artifacts. More options to "earn" personal feeders would be greatly appreciated. If the price was reasonable then there would be little risk to the economy and it would encourage re-engaging with previous content.
