Make Blade Flurry At-Will. A slower at-will, sure, and slightly nerfed damage (because it would be frankly ridiculous with the current damage + spammable 100% of the time), and you're good. You've fixed 2 issues. I main a GWF but my TR is my guilty pleasure. It's just so god damn fun to play.
