In rolling patch notes I've noticed this sentence:

Does it mean:
1) Now companion rings will drop more frequent than other types of equipment (meaning this will be buffing current drops as a implementation of promision made in this topic: https://www.arcgames.com/en/forums/neverwinter/#/discussion/comment/12966518 )

2) It's patch to some kind of bug (the rings dropper more or less frequent than the other types of equipment)

I too would very much like some clarification on what exactly that line means.

A friend who has been in Preview a lot told me that the change is that IG Gold rewards a minimum of a +3 item. If this is true it will be a major QoL boost. I'm guessing that 'ring' in the announcement is a typo. I would hope so because while nice, companion only rings are the least of my concerns. Belts, necks and ESPECIALLY offhand items are the things that are a pain.

Actually is there any write-up who is who in Cryptic? So if for example I have problems with UI I know I can tag person X. Now when I'm tagging someone I'm totally guessing.

Tags don't guarantee a dev reply anyway, but you are best off paying attention to which dev posts the various preview feedback threads to get to know their roles. Not all of them have an active forum account though.

If you want clarification on patch notes, just reply to the patch note thread. There is no need to tag anyone if you're replying to a thread they made in the first place. Terramak tries pretty hard to get answers to questions that arise from the notes being unclear.

Yeah I know but it's not pressing issue so I just though I can tag some to catch attention (instead of spamming their mailboxes for example). I will look more for their posts to learn their roles.

Patch note thread is (for some reason, link in first post) closed that's why I made another thread. I know they're "rolling" and kind of preview of next week patch notes but being able to leave some feedback would be good.

Oh sorry, I did miss that this was inspired by the rolling patch notes thread. What that means is it's all the notes to date in one place instead of in their scattered update threads. I don't think any of them are previews of notes to come, but include some items that didn't make it into an individual thread for whatever reason.

I'd just put the question into the most recent Tomb notes thread that's open.
