Kabal Still Gives Green Lava Comp

Kabal is still giving the green companion instead of the purple one as it states in notes, and on the box you get. Very sad.

You have misunderstood the notes. The drop is not a bug. If the box says you might get an epic companion though, that's a bug with the tooltip. ( @terramak ?)

There was an issue where the green companion that is intended to drop from Kabal (in line with all the other quest drop companions in the game) overwrote an epic companion that some players had previously obtained from an old promotion. The patch was to address that issue, distinguishing the old and new types of firey Galeb Dhur and restoring the proper epic-ness to companions that had been incorrectly downgraded.

New drops now should be green.

D'oh! I'll try to remember in the future that splitting patch notes up like I did there results in more difficult parsing.

There's a separate note waaaay up in the Content section that says:
"Kabal's Trial: The Lava Galeb Duhr has replaced the Volcanic Galeb Duhr in this instance's reward drops."
