mod 11 weapon enchantments modifications?

i just saw a friend cleric 4k dps switch from feytouch to lightning on her pvp gear, and have seen some CW using frost.
Have anyone out there tested this new changes??

Yes, they reduced what actually procs lightning essentially running it in SW's, not sure about dc's with it though. But frost is ridiculous on basically everyone now especially those that need to increase cc. 4 seconds stun is stupid especially when coupled with thunderhead you get 8/20 seconds almost all mobs cc'd. The damage is less though, but the utility makes up for that considerably.

Frost always had the 4 second stun, but it wasn't well documented or well known.
