So Celeste...
- Drains Neverwinter's coffers to "get components" needed to resurrect Makos.
- Is "unable" to resurrect Makos in the end.
- Requests to have Makos body burned to make sure that no one else can try to ressurect Makos.
- Instantly sides with the new villain with the flimsiest claim, pushing Neverwinter into chaos.
I know someone would be proud...

Celeste does not trust Neverember, does not trust him to cede power to a true heir if one were found, and this was telegraphed in the Maze Engine story quests. She believes that Gyrion might have a legitimate claim and she won't fight him unless she is certain he is false. Celeste tries to do what she believes is right even if it goes against authority (I might have a lot of Celeste feels).
IRT OP: D&D rules for resurrecting a character actually don't require a body for the really advanced spellcasting. Resurrection could theoretically be performed from ashes. True resurrection only requires that the deceased can be clearly identified even if their body was entirely destroyed. But the spirit MUST be willing to return. IMO, Makos knows what he's doing, and we have not seen the last of him.
