BUG: AoE powers not working on Hunter Ranger

I am unable to activate my AoE Encounter powers (Cordon of Arrows, Split the Sky, etc...). I have tried a number of things including switching to other powers, removing my Primary and Secondary weapons, and unistalling the game. My VIP is running down and I have not been able to play my HR effectively. PLEASE look into this!

tried that link, restore defaults did not work

I'm having the same problem. No aoe powers work. restore defaults did not fix problem
