Federation character bugs

I have a level 58 Federation character and was trying to continue with the missions in the iconian war episode. I tried to start the butterfly mission when a screen pops up saying I need to be over level 10 which I am at level 58 it was at this point I noticed I had no information when looking at the captains career screen just the name rank class and biography. After all this I have found that the exchange is not working I had 30 items for sale they have all gone and now I can't add more than 1 item for sale. Please help I have no idea what to do.

Just to add. When I say no information on the captains career menu my rank says admiral level 58 but the starfleet badge has only one pip like I'm an ensign I can't see my ranks my xp bar or achievements. this started around about the same time as the earth spacedock crash
