You sound like you want to use a keyboard to cycle through targets? Unfortunately there's no way to "Tab Target" in this game, as that mechanic simply just does not exist. If you use a game pad, you can have one of it's buttons emulate a bound key to "Lock On" to a target, or even your mouse.
You can use the command /++hardtargetlock to toggle a target lock on your target. To set it as a keybind, type /bind X ++hardtargetlock (where X is the key you want it bound to). I personally have that bound to Backspace and then have my Razer Mouse's settings set to have one of my side buttons emulate Backspace so I can lock on to targets easily with the mouse.
This function is a toggle of the game's innate SHIFT function, where you target lock while SHIFT is held. If you want to set another "while held" key to that, then use just one + sign in the command. One + sign on a command is "while held" and two + signs on a command is a "toggle." While it is toggled on, if your hard locked target dies or otherwise becomes untargetable for any reason, you'd automatically lock onto the next mobile your target reticule touches, friend or foe regardless. It will only lock onto mobiles (Player/NPC/Monsters), not useable objects.
I generally only use it on two characters, my DC to lock onto my team to heal them easier, and on my CW and then generally only when casting a Daily to make sure the correct target is struck as intended. I don't PvP but I can tell you, if you use it in PvP, you'll get some heat from those who know you're using it as a good deal of PvPers feel this is cheating, even though it is available to use by all players.
So for examples: "While Pressed" /+hardtargetlock /bind X +hardtargetlock
"Toggle" /++hardtargetlock /bind X ++hardtargetlock
