How do you add a picture to your forum avatar?

I've been trying to change my avatar from the boring black silhouette to something better. I can't seem to figure out how to do it.

Any help would be greatly appreciated.

    Go here, hover over the square that is your profile picture and a pencil will appear in the bottom righthand corner of that square. Click on that and you will be able to upload your profile picture.

    OK, now how do you add a signature? Or a gif to your signature? I see the community mod has one and a few other's do too.

    My profile picture is a circle and no pencil appears when I hover over the image. I click on the gear to the right and I have a choice. "Change your cover" or "Change your profile image" I choose Change your profile image. Nothing happens. Help please. Thank you.
