Does Crit or Resistance Ignored apply to any Debuffs for Clerics?

Im new to the class been seeing a lot of debuff clerics haste is becoming a thing of the past.

Not sure what your asking, debuffs do not apply to RI, its actually a damage multiplier. Since it ignores RI that means you don't have to worry about how much armor pen you party stacks

As a DC you do not need to care about how much RI you have to use a debuff. you can have 60% RI or 0% RI and your debuff will do the same thing to the target.

However, you do need to have 60% RI to take full advantage of debuffs when fighting a boss (which has 60% DR).
Example, if you place a 10% debuff on a boss but you only have 30% RI your damage will only be increased by (roughly) 5%
