Added new guild to Alliance but Alliance level did not increase

Added guild named Sons of Ether as Gauntlet guild and waited for probation period to expire and Alliance level did not increase. Sons of Ether has a guild hall level 20 but shows Guild Level 0 when viewed in the Alliance tab. Alliance name is Testing Infernal Paragons Alliance. Sword Guild is named KJ's Hoard Testing.

Part of a global issue. Level 20 guilds apparently count as 0.
