Recovery/Encouter cool downs

Question about cool downs on my encounters, no matter how high I get my recovery stat, the timers on my encounters always stay the same...does it always show the same amount of time but just tic faster, as recovery goes up??.

In addition, some tooltips (like those on abilities with charges (Bane, Punishing Charge, Hidden Daggers etc) do not show a decrease in cooldown time on the tooltip when you add more RSI, however, when you look at the number counting down on the skill after you use it you can tell that the RSI is indeed making a difference and reducing your cooldown times.
