Effectiveness of High Prophet's?

I've heard and read so many things regarding this set. I have one question how much damage does this set increase per party member?
I've heard it doing 30% each party member I've heard it doing 8% each party member... Which is it?

He refers to the HP set providing 10% more damage per stack (maximizing to 30% more damage), then goes on to talk about a greater plaguefire only increasing damage by 9% total with 3 stacks applied.

Reading both tooltips:

Greater Plaguefire: reducing their Defense by 10% stacking up to 3 times.
High Prophets: shredding their defense by 10% stacking up to 3 times.

I'm a little confused on to how he comes up with HP providing 3x the damage that a PF does when their tooltips read the same.

Can anyone help explain this to me, maybe there is something I'm missing?

I also use high prophet and can confirm it gives you a 30% debuff

Also note that when kaelac wrote that guide it was back in mod 4 before a number of weapon enchant reworks.
Kaelac's GPF is known as a Perfect Plague Fire today
