The NPC needed to be talked to in the quest to get to the collect spears part and to return the spears to is missing when the demonic heroic nearby is not running. This makes reporting the quest sometimes have a waittime of 15+min and again for returning it.

I think this is bugged since the said heroic exists.

This is correct. So six months+. It's been reported several times.
