Depends on mobs you kill.
Mobs 61+ = Rank 5 and thats highest for now.

Can it drop the "special" enchants on PC?
As in Cruel, Brutal or Savage?
On XB1, it only drops the regular ones; Azure, Radiant, Dark and Silvery, and for some weird reason, I always get a full stack of R5 Dark in half the time of the others...
(just like I seem to get twice the amount of GMoS compared to the other two)

The CTA chest drop could be r4-6 (a bump up from r3-5, like the refiner's cache).

If you have BtA r5 Savages, I'd believe they came from Fey Blessings, but I'm pretty sure you'll find they're all unbound and were chest loot.

Edit: Actually, any Fey procs from the CTA would only be r4s, since the mobs were level 60.

Fey drops are BtA... So you can check what the source was...
