So guys, this is my first post. I'm a TR with no luck...i'm in a guild and there are no experienced TR there. Everybody just like to say how TR is OP in pvp and lame in pve...and i like pve. I tried to look for a good build on the internet but all i found was outdated, so please i beg you to help me. How can i distribute my power and feat points so i can become a decent TR on pve? I tried to play pvp but ppl say its p2w and i trully am weak so you see im desperate. I'm sorry for my poor english..

copy your tr toon to preview server and try to make your own build there with experiments.
its a free respec so you can try and error as much as you like.
Lemonchill's suggestion is exactly how every theory-crafting TR has developed their builds.
As you will focus on PVE, I would suggest you be an MI Executioner. You will find arguments that a WK can do just as much damage but in the end, while you can do well, you will fall short. (I play a WK and no argument in favor overcomes the advantages of ITC, SE, and most importantly, but underated, much more speed.)
Stats. Your build will evolve and your stats are critically important. Offensively, focus on ArPen first. Get this close to 60% resistance ignored before overly focusing on other stats. As a TR, you will autocrit from stealth ... how you manage this and how much crit you require is personal to your build. After that, Power is your friend ... Recovery tends to take care of itself with gear. Defense is useless and your gear will provide a good deal. TRs have a 75% deflect severity so I find this to be very helpful. Getting your lifesteal up over 10% works wonders as well. Most new gear gives a lot of hitpoints so, IMO, using boons and feats for other advantages is preferable.
Gear. Do what you need to do to get artifact gear ... there are countless threads on the pathway to do so and most are now relatively simple to come by. Refining them is a different issue but even at the beginning they are a big boost to your abilitities. There is a set of gear called the Lostmauth Set that will significantly improve your damage, but the artifact is quite expensive.
At Wills and Encounters. The majority of your damage and performance will come from Duelists Flurry. Use it. Cloud of Steel will give you an out if there is too much AOE. Right now there are combinations of encounters that give incredible synergies of damage. Using Lurker's, Smoke Bomb, and Blade Flurry is awesome. Search for some theory craft posts discussing it as there is more detail. For single target damage both alone and in groups, learn to use Wicked Reminder. LEARN TO POSITION YOURSELF IN FIGHTS. There is an art to being an effective TR and utilizing Combat Advantage is very important.
Boons. Get them. They are a lot of work. But they offer enourmous benefit to your toon.
Don't just learn how to damage. Yes, the TR is intended to be a high damage striker. The devs have actually made this far more difficult in PVE than it should be. So ... learn to be flexible, provide support, and be a real asset to a party. If you have someone that does far more damage than you, switching encounters to Dazing Strike and Smoke Bomb to provide control may be what's needed. I have seen a lot of boss fights seemingly lost when the TR can drop SB, stealth and resurrect party members and the day is saved. You won't be remembered for it when Paingiver stats come up, but there is a lot more to success as a TR than pure damage. Do the best job you can and keep learning about your class.
1. Don't slot defence, try to get deflect or hitpoints if you wanna get a sturdy little TR, because the TR is a deflect class.
2. If you wanna get a real sturdy little TR get lifesteel. If you have around 15-20% lifesteel you can recharge your health pretty fast (and it is not that hard to get like 15%).
3. Try to get like 50% critical hit. You can get more, but for a novice or seasoned player your first goal should be 50%
4. Get like 6,000 Armor Penetration.
5. Then stack all you can in power and/or critical strike.

7. You wanna deal Extra Damage? If you have the money get the Lostmauth Set. Next Steps are companions. Use as primary what you want. If you want an augment, get an augment, if you want an active companion, get an active companion. I use an active companion, The Yeti, because as TR you generate like 0 Threat to monster which mean in a party with 1 TR the monster attacks 4 party members and not 5, this means additional incoming damage for your tank or an random group member and with an Defender Companion like the Yeti you can block this damage for your teammembers (and an epic defender is damage immun to AOE attacks which is nice, it also helps your solo survivability). Examples of good active bonus companions: Erinye of Belial, Deathslaad (like 10% damage bonus), Air Archont, Fire Archont, Cambion Mage.
PvE Builds:
There are like 3 major builds you can use, if you are an infiltrator (As class feats use always Skillfull Infiltrator and Invisible Infiltrator).
Saboteur

Most people makes the mistake to use gloaming cut, but your primary at-will should be Duelist Flurry. Stealth in this spec is considered as ressource that want to be depleted which means you go stealth and then flurry the target, which gurantees that all 5 hits are critical hits and get a lot of bonus damage.
As Dailies you can use Lurkers Assault for more single target damage, to attack groups you use whirlwind of blades. You at wills are Impossible to Catch, Smoke Bomb and Dazing Strike. A Combo to use this skills is you go in stealth and use in a group of monsters whirlwind of blades, then launch smoke bomb and then dazing strike the group. That is a huge amount of damage dealt to this monster group.
Smoke Bomb and Dazing Strike are also the choice abilities to reload your stealth with the Saboteur-Capstone. If you fight against a solo boss you can switch smoking bomb for shadow strike to get your stealth bar faster reloaded. AND always remember stealth wants to be used up with this build!

In my opinion one of the most underrated builds for PvE out there. This build gives you a bit more surviveability and more movement speed which is always nice. Also it is a good CC build.
How do you use it? Your at-wills are Duelist Flurry and Sly Flourish. Your encounter powers are impossible to catch, smoke bomb and dazing strike. Your Dailies are whirlwind of blades and lurkers assault. You can use also use Courage Breaker instead whirlwind of blades at bosses that move a lot around like Valindra, which helps other melee dps to deal more damage (everyone hates when valindra runs away).
You deal the most damage when you use lurker assault because you gain +25% damage bonus from the feat back alley tactics if your action points are depleted. If the target has an CC applied you get additional +25% damage bonus. Lurker Assault grants itself +25% damage bonus, the class feat Invisible Infiltrator grants +15% damage bonus. If you also applied Skullbreaker you also get +25% damage bonus which mean you deal +115% damage against a CC able target.
So you simply CC group of monsters, deal good amount of damage to them, have a high surviveability (Lifesteel, Defeflect and Movement Speed) and it deals a good amount of damage (i deal the same amount of damage in a dungeon as an exectioneer with same gear). Overall it is great for dailies also.

Honestly, i hate it. Yes it can be dealing a huge amount of damage but the whole mechanic to get this damage feels totally artifical and "unnatural". Same powers as always and no the Lashing Blade is a waste of time because of the pretty long cooldown. For this build you need to activate the executioneer capstone as often as possible which mean we need low cooldowns for encounter powers and dazing strike has this one and you with multiple progs of smoke bomb you get an additional usefull ability to activate the capstone.
And that's it. The game is to get to the monster with the capstone debuff and deal in 6 seconds as much damage as possible. In a group of monsters this can be quite annoying (especially if too many numbers and names flying up and blocks partially the name of Shadow Of Demise to identify the monster with the debuff).
Overall there is another tactic you can use to optimize your damage. You Duelist Flurry your target till it has 10 Bleeding Stacks and then hit it 1-2 times with sly flourish and then Duelist Flurry it one time and the hit it again with sly Flourish. The reason is Duelist Flurry only deals more damage because of the bleeding stack, the other 10 hits are dealing not as much damage as you would expect the few hits with Sly Flourish deals in fact more damage as only the hits of Duelist Flurry, overall you get +5% damage bonus from Sly Flourish automatically (for you and the rest of the team). So you simply try to keep the bleeding stacks up and then Sly Flourish the target.
And don't bother to use duelist flurry on low hitpoint targets. If you can't manage to duelist flurry a target at least 2-3 times at a target it isn't worth the Flurry because you mitigate your most damage from the bleeding stacks which means Sly Flourish is the better choice in these cases.

I would only add two things regarding the executioner tree. First, wicked reminder might also viable depending on your build. Second, and this is just my opinion, but executioner's "un-natural-ness" is what makes it fun and challenging. It forces you to be aware of where you are in the fight, and what's about to happen, since you can't afford to take hits without the deflect boosts from sabateur, and you can't afford to miss your lurkers/SoD procs due to mass aoe.

Btw. does someone know a viable Whisperknife build and how to play it for PvE? I tested a bit on preview but the damage on every skill you get from the whisperknife path seems useless.

I have one of each class at level 60 but I picked the TR to level for DPS because it seemed the most interesting to me and it looked like it would be the most fun. I'm pretty patient and I don't mind trying things out 'FOR SCIENCE(TM)'.
I am no where nearly as versed in this cool class as all of you- I feel like I need a study guide/translator to read this forum sometimes and I love it. I have found my next project to tinker with and keep me occupied.

Definitely no expert here either on TRs, as I'm also new to the class (and the game, for that matter), but it's been my favourite class so far. The more I learn about the TR, the more I like it, and props to all the vets who have shared their information to keep interest going (since it seems we're slowly losing our vets).

Infiltrators Action (rank four) grants 20 seconds Combat Advantage after doing a daily.
Oppressive Darkness (rank four) grants +40% Piercing Damage to at-wills and encounter powers against the target
I can't try it because I do not have power points in those class features yet. I could put points into them once I get them if it's good extra damage.
"When you have Combat Advantage your at-wills and encounters deal additional "Piercing Damage" to the target.
Rank 2: +10% dmg
Rank 3: +10% dmg
Rank 4: +10% dmg
Factoring Rank 1 means Rank four total is +40%. And this dmg it deals is piercing.
