npc mission sign (!)

hi, while making the progres in my 2nd charecor in the advenchre zones of 61-70 i came across a promlem that is all the vigil npc in those zones hasnt show the mission mark (!) but whan enter i cude take the mission ater complete the mission i did sew the complete mission mark (?) so i need to know how to solved the problem be glad for get a feedbuck that said how to solve

It is possible to outlevel markers in Drowned Shore and Reclamation Rock. No (!) if you are 7 levels higher than the quest. The quests are there if you speak to the NPCs. It's not a bug, just part of the game design that confuses people.

If you complete a quest, you'll see a marker for that regardless of level.
