Well... no. I think the amount of XP required to level and to obtain overflow rewards is too high. The amount of XP from most repeatable quests (vigilance and campaign) is poor by comparison, but not the root of the problem.
Also, vigilance quests have marginally better XP but otherwise reward players poorly unless they win the RNG lotto for elemental crafting components, and have the obnoxious 4-at-a-time mechanic. Saddled by all that, nobody *wants* to do them more than the bare minimum necessary. Putting more XP on them won't fix anything.
Either the XP from vigilance quests is too high or the number of vigilance quests is too much. I ran three toons, all hit level 69 after 1/2 to 2/3 of Reclaimation Rock. Headed to Spinward Rise and hit 70 well before I finished it for the artifact weapon. If they reduced the number of vigilance quest to 10 or 12, I think most people can get to 70 and experience all the content. If not, they can rerun the quest for more XP. Fiery Pits is pretty nice. But I bet many people skipped it once they can handle Spinward Rise.

not only are they too low, but I simply do not understand this "4 at a time" limit. I can't see any reason to artificially force you back to the quest givers outside of just making the leveling process more tedious and irritating.
I think overall leveling time spent on 1-70 is ok, thats why I voted no. 1-60 is way too fast and 60-70 tries to fix that with very slow leveling. This leads to major problem - repetitiveness of 60-70, which causes boredom. Ideally they should lower experience gain on 1-60, to make people spend more time in these zones, and increase it on 60-70 with total time spent to grind 1-70 unchanged.
And if they stretch the leveling for 1-60 as well, players won't consider leaving the game for good with reaching level 60, they will leave somewhere around level 30 instead.

I started leveling after the M6 launch. Now that think about it, I probably took more time to get to 70 than most of the hardcore players. The bulk of my playing time is on Saturdays, and only spent a bit of time questing during the weekdays. I would cherry pick the easy ones - pick two easy quest the first hour, then pick two more easy quests (or quests in the same area) the second hour before going out. And since I was leveling three toons, I did the exact same thing for all of them.
Taking more time to complete the quests meant I did more invoking and the leadership tasks before I got to 70 (with an RAD backlog, I could afford to pick tasks that yielded the most XP).
So I agree, vigilance XP is probably too low, especially for the players that prefer to just plow through the quest to get the 70 as soon as possible.
In terms of reward-effort relation they're completely dissociated from pre-60 quest rewards. Also there's very little material reward (random gear, chests,...), the rewards you do get occasionally for completing hub cycles also are below what would be useful. Also they're massively on the tedium side of the quest spectrum, mostly. All in all this creates a very. very unrewarding experience, IHMO...
