The problem:
Inventory is filled with items we mostly cannot use or want to save up for a longer term, the result being half of our inventory is filled up all the time.
Retrospective: One of the reasons artifacts were released is to aleviate this burden of the great many refining items we had in inventory. Since then much more means of acquiring RP was introduced, which is not a bad thing in itself, it also means the inventory clutter is unreal nowadays.
Solution:
Making extra tabs for specific items with stacks without limit. These COULD be Zen services as it is an alternative to having runic bags (One does not prevent the other), to keep the bags relevant. Let me explain.
Tab - Stables: Holds all your mounts in one place, and you can right click the mount in the stable to 'Make active'. Making it active also activates the bonus (for the newer mounts). Buying a mount puts it in your inventory, when it is used the mount goes to your stable, saving up inventory clutter, and making mounts easy to manage.
Tab - Enchantments/Refinement: This tab holds all your refining points and has no limits to how many stacks can be stored there. This tab should be shared with all your characters. To store items in this tab you need to right click the item from inventory and use 'Store to enchantment/refinement tab?' Clicking yes stores it there. Sorta like a Zen exchange being used as an account bank for AD.
Items included: All rank 3 4 5 6 runestones/enchantments. (The goal is not storing your high level chants, it's the stack the overflow of lower ones that clutters your inventory)
Thaumaturgic stones, resonance stones, artifact stones, Peridots and their untyped RP line.
Tab - Keys. This one could be implemented in the second tab. I'm talking about keys, such as valindra tower keys, elol chest keys, daily chest keys, etc. This one isn't a big improvement but a nice start, it should be automaticly implemented for everyone IMO.
I can add on but these are IMO the most important ones. Celestial bags from invocation should stack, I cannot tell you how bad my inventory gets after a week of invocation
Side note: the guild stronghold rewards need to be in one of those interface not in your inventory, the clutter is unreal if they don't. Can you imagine having all your campaign currencies in your inventory

Do you see a theme materializing here?
I am not disagreeing with the OP - however these have been suggested continuously over the last two years. Cryptic response: Adding bigger bags to the Zen Market.
I'm just passing along the CSPRR (Cryptic Studios Public Relations Response.)
That said, when Heyrogers got on Reddit, he did say that separate mount storage was something they couldn't really justify investing in unless there was an actual reason for people to own multiple mounts. Up yours, collectors, your money is no good. Anyway, the new powers on mounts actually does mean that mounts are no longer all created equal beyond their looks. That starts to be a reason for owning multiple mounts, beyond just... you know, *wanting* to.
Likewise, fashion storage was something they wouldn't look at unless fashion became more readily available, which conveniently ignored the fact that there are at least 8 (9 with chef) outfits available for nothing more than earning them through playing the game, plus a variety of one-off pieces (golden pantaloons, hats from codes). They've handed out an account-bound courtesan outfit three times, and a lot of people do buy the more expensive costume pieces because they like to look pretty. Loads of players own packs that include account-wide outfits. Fashion is very easily available even to non-whales, and while monetizing it doesn't work on the people who don't give a rip about it, fashionistas are among the easiest players to hit up for money without complaining about it, because nobody really finds paying for cosmetics objectionable. That's what they're there for. Charging nominal fees for extra storage for cosmetics (like idle companions) should be a no-brainer.

I think fashion storage should be handled like idle companions. If the fashion is unbound, it's normal inventory and can be traded or sold. Once bound, it goes into fashion inventory and your only options are to equip, discard, or dye. Storage as individual items and not preset outfits is important because mixing and matching shouldn't be limited. Default the inventory space to just a few outfits-worth of clothing items, say between 2 and 4. Then sell extra slots in packs of 3 or 6 for 100 Zen. Building it up 1 or 2 full outfits at a time, people hardly even notice the purchases.
The problem with this system is BoP fashions and how to manage those if there's no available storage slots. Companions can be BoP and function as regular inventory items until named. If there are no slots, then the naming process fails and they stay in inventory until you can get more slots (or you discard the companion). Fashion doesn't have that intermediate stage.

People have asked for this feature (what the OP suggests) since beta, most are willing to pay for it.
Many, including myself, have been asking for more Bahamut Packs (account-wide free weapon transmutes) but for class-specific armor - I'd buy that. (I'd actually buy at least 6 or 7 because I have every class that's available, most more than once). People have even suggested they fix the stupid broken Character Selection screen to allow them to sort as they desire and *even then* they say they are willing to BUY the option.
People have already said they'd spend BIG MONEY just to kill the horrendous visual effect of armor enchantments. How many times can we scream and shout to Cryptic "We have money we are willing to spend, but you need to give us what we want"? (PROTIP: see the blue in my face? I give-the-fark-up already.)
Get this: if they ever made a WHITE DYE PACK and sold it for five times the cost of every other dye pack they would make BANK. This has been begged-for since BETA two years ago and really, it is THAT DIFFICULT to make a WHITE DYE? Really, Cryptic? Are you serious? Because people actually want this stuff and they will pay for it.
My point: OP: We'd LOVE to have things this way you suggest. Hell, many people would PAY for that. But Cryptic marketing people just simply do not have a bloody mother-farking clue.
It's their loss.

General rule I would think cosmetics, people like buying those in store.
Why is there no weapon transmutes, armor transmutes, cape cosmetics and even necklace cosmetics sold in store? Alot of people would buy that. There isn't a 'fashion' cape either, why not?
