Oh I know how to get it, but the Perk Kill Count doesn't show up in my list

Am I just blind and cannot find it? Where is it? Edit: And yes, I know it doesn't unlock the weapon skin, I meant for the Hoverboard power itself.

I do know this, Radiant is my main character at the moment, level 36, the highest character I have. I guess more with my question about the Mind, is damage high or low, is crowd control powers effective, could I solo level very easily, do I get a pet or summonable power of some kind that is worth the time to play? So from what I've learned, Empyreans are immortal. Has there been any who have been killed, either by villains or natural causes? It's for a character bio I'm writing up, and I want to make it authentic!
